Integral to our immigration specialization is the processing of work visas for foreign employees. In Singapore, only registered companies can apply for work visas because each work visa is sponsored by the employing companies.

In turn, these companies hire us to process these work visas. If you are looking for positions such as managerial, administrative, executive, and other positions that require professional & specializing skills and tertiary level of education, you with need either the Employment pass ot the S pass.

For Singapore Employment pass, you need to submit documents such as resume or curriculum vitae, educational certificates, training certificates, and employment testimonials, and of course, the filled-in application form. The employer shall decide on the salary you will receive every month. And the amount of salary you will receive determines the classification of Employment pass issued to you by the Ministry of Manpower.

The lowest salary requirement to be issued with an EP, its acronym, is S$2,800, and you will be issued with a Q1 EP. If the salary offer is SS$4,000 monthly, you will receive the P2 EP. And if the monthly salary is S$8,000, the work visa is P1.

Meanwhile, if your salary offer is below that of a Q1 EP, you will get the S pass. The S pass is a Singapore work visa that depends on the points accumulated by the applicant. These points are derived from factors such as the specialization skills, age, skill level, educational background, the position in the company; and salary that should not fall below S$2,000.

Once your application is submitted, we process them with the Ministry of Manpower. If it is done electronically, it will take 2-3 weeks to determine the status. If the application is manually submitted, the result is released in 4 to 6 weeks.

The indication that you have been approved of the work visa you are applying for is the e-mail from the Ministry of Manpower. In the said e-mail, you will also receive the In-Principle Approval that you should print because you will need it for two reasons.

  1. It will grant you a single entry into Singapore to claim your work visa
  2. It is among the documents you need to present before the Work Pass Division and collect the work visa

Together with the IPA, you will also prepare the following documents and items:

  1. Recent passport size photo
  2. Original passport with the entry embarkation cards
  3. Medical exam report {if the IPA says you should have one}
  4. Any other documents requested of you as indicated in the IPA

All About Singapore Personalized Employment Pass

Personalized Employment Pass or widely known as PEP is a type of Singapore work visa that unbinds Employment Pass holders and non-permanent residents from a specific employer for a time period of up to five (5) years. PEP was launched in Singapore on January 1, 2007 by the Ministry of Manpower (MOM).

PEP is the work visa granted to an individual based on his abilities and professional experience. For a PEP applicant, it is not required that he has been already engaged by an employer in Singapore. A new PEP holder has at least 6 months from collection of his visa to seek employment in Singapore.

The following are the eligibility requirements of PEP:

  • A S$7,000 fixed monthly income drawn not earlier than 6 months at the time of application.
  • A former P1 category Employment Pass holder who is not a Singaporean resident must not be unemployed former P1 category Employment Pass holder who is not a Singaporean resident must not be unemployed for a consecutive period of six months from application period.
  • An Employment Pass holder at present
  • A current holder of P2 category Employment Pass who has working experience in a P category of Employment Pass that earns an annual income of at least S$30,000 for at least 2 years.

On a P or Q1 category Employment Pass, a foreign graduate from institutions of higher learning in Singapore must have at least two years of working experience and should have a minimum of S$30,000 annual income.

In filling up the PEP application form, PEP applicants must see to it that the following details are complete: passport, name and address of employer, job and salary details, local contact details and details of dependant pass holder, if applicable. It is also recommended that relevant papers such as copy of passport, appointment letter from current employer, last three months pay slips; copy of higher education certifications and copy of resume are included when submitting the PEP application.

It takes 2 to 3 weeks in the processing of PEP applications. An In-Principle Approval letter will be sent upon approval of the application. PEP is valid for only 5 years upon issuance, and the collection of PEP can only be made up to three months. It is important that PEP holders uphold their current status by being updated with the authorities on matters relating to employment, local contact, salary, travel documents and address during 5 years period. In case the PEP is lost, the holder must immediately seek for employment. In order to receive the new card, the passport and police report card must be submitted.

Singapore Employment Pass Approval Considerations

In order for foreign entrepreneurs, shareholders, and managing directors to setup and personally manage their business in the country, Singapore issues the Singapore Employment Pass (EP) as the work visa. At the same time, an EP can also be a work visa for supervisors and managers, “key employees,” professionals, and workers with a specialized skill.

The following are the basic requirements for Singapore Employment Pass application of professionals and “key employees”:

  • At least S$2,800 fixed monthly salary rate
  • A recognized college degree from a reputable school
  • Professional qualifications
  • Specialized skills and talents
  • Several years of work-related experience

Accompanying these four factors are other considerations that are being looked into by the Ministry of Manpower (MOM) such as age, current citizenship, and roles and responsibilities in a company.

Possessing the educational criteria does not necessarily mean that an applicant is automatically eligible for EP. In fact, there are exceptions to this general rule where the MOM still issues an EP to applicants who possess outstanding professional skills and qualifications despite failing the educational criteria.

There are three EP categories primarily based on an applicants’ fixed monthly salary rate:

  • P1 Pass – for applicants with a monthly salary rate exceeding S$8,000.
  • P2 Pass – for applicants with a monthly salary rate between S$4,000 and S$8,000.
  • Q1 Pass – for applicants with a monthly salary rate of at least S$2,800 and not exceeding S$3,500.

In some instances, applications will be rejected by the MOM if there are supporting documents that are lacking. However, this rejection can be appealed by providing the agency with additional records showing their eligibility for EP.

It takes more than three weeks before the agency can review the appeal.

It is a must for EP holders to immediately notify MOM in case of change in employer so that the MOM can then review their professional qualifications, employer credentials, and work-related. However, it is not necessary for EP holders to cancel their existing work pass because the agency will do this for them as soon as they have been approved with their new visa.

The EP should be renewed every 2-3 years depending on its validity. The MOM will send a notification to the holder two months before his visa expires, requiring him to renew his pass four weeks before its expiration.
